The 60-day public comment period commenced with the publication of the notice of availability (NOA) (61 KB PDF file) of the draft overseas environmental impact statement/ environmental impact statement (Draft OEIS/EIS) document on October 28, 2005.
The Navy hosted three meetings (notice of Public Hearings (NOPH) (106 KB PDF file)) during the comment period so that interested members of the public could learn about the project and the environmental impact statement and offer their comments. The format for these meetings was open house information sessions in the afternoon and early evening, followed by a public hearing.
