The 45-day public comment period commenced with the publication of the notice of availability (NOA) (72 KB PDF file) of the draft overseas environmental impact statement/ environmental impact statement (Draft OEIS/EIS) document on September 12, 2008.
The Navy announced a series of public hearings (NOPH) (87 KB PDF file) and hosted four meetings during the comment period so that interested members of the public can learn about the project and the environmental impact statement and offer their comments. The format for these meetings was open house information sessions in the early evening, followed by a public hearing.
